Vision Statement for the Division of Natural Resources
The basis of this statement is to focus the Division of Natural Resources on the fundamental aspects needed to improve the quality of life for our people and assist community leaders in enhancing development in their communities that will also contribute to improving the quality of life of those living in those communities.

LAND
A fundamental requirement to improving quality of life and positively participating in the building of a nation is access to land. People, Communities, and Businesses need to be able to have access to land and the process and procedure must be one that is not overly restrictive, but still allows the government to record title and monitor improvements and future development. The nation is in need of updated policies and procedures that will assist with land use planning both at the regional and local areas.

WATER
Another fundamental requirement needed to improve the quality of life of the nation is to have water available through out the reservation to allow for community and industrial development, as a community would see this fitting into their overall plans.  The Division must participate in the development of law and policy that will promote and encourage the construction of needed water conveyance systems and infrastructure that will stimulate community growth, industrial development, and a positive tourism industry.  The result must be a reliable source of clean water provided in a cost-effective manner.

POWER
A third fundamental requirement needed to stimulate community development and economic growth is reliable electrical power. The Division must be focused in assisting the Nation in providing an adequate supply of reliable, affordable electricity. The Division must work to establish law and policy that will allow entities to provide this needed product and we must participant in the process by providing strategy on how this electrical power will be distributed through the reservation.  There are organizations available that can provide the necessary infrastructure; the Division needs to work on how we can assist these organizations without compromising needed revenue streams for the Nation.

QUALITY OF LIFE
This is the goal of every program and service provided by the Division of Natural Resources . . . How do we improve the quality of life of the Navajo people and allow their communities to develop so that their own communities will be better able to provide needed services at a more local area?  There are two aspects that require our attention.  The first is how we contribute positively to the economic and community development of the Nation.  How do we promote the development of an economy, creation of jobs, and the establishment and improvement of infrastructure and real estate development?  The second is focusing on the development of recreational opportunities for our people.  Establishing areas where the people can enjoy the outdoors and participate in outdoor activities that improve overall well being.
